What is NESO and what does it control?

NESO is the National Energy System Operator, the public body that plans and operates the electricity and gas systems across Great Britain. It took on the electricity system operator role from National Grid ESO in 2024, becoming an independent, publicly owned organisation. Among its jobs is managing the connection process that governs how new generation, including solar farms, and new demand join the transmission network. When a developer wants to connect a solar project to the grid, it is NESO, working with the relevant network operator, that assesses the request, models its effect on the system and issues a connection offer with a date.

The distinction between the transmission network and the distribution network matters here. The transmission network carries electricity at high voltage over long distances, and NESO co-ordinates connections to it. The distribution network carries electricity at lower voltage to homes and businesses in a region, and is run by a Distribution Network Operator, or DNO. Many solar farms connect at distribution level rather than transmission level, but because a distribution connection can still affect the wider transmission system, larger projects are assessed by NESO as well as the DNO. Reform touches both, which is why a project's position depends on how NESO and the network operators treat it together.

NESO also holds the register that records every project in the queue, its capacity in megawatts, its connection point and its contracted connection date. That register, and the Transmission Entry Capacity it records for each project, is the raw material a buyer or a broker reads to understand where a project sits. Because NESO controls the queue and the register, its rules decide the commercial reality for every solar project waiting to connect. Why did the grid connection queue need reform?

The queue needed reform because it had grown far beyond anything the system could physically deliver. A queue that large is not a sign of healthy investment. It is a sign that the ordering rule had broken down, because projects could hold a place in line, and a connection date, without ever showing they were serious about building.

That meant a speculative proposal with no land secured and no planning consent could sit ahead of a fully consented, shovel-ready solar farm simply because it had applied earlier. As the queue lengthened, connection dates drifted years, sometimes more than a decade, into the future. Serious developers with genuine projects found themselves quoted connection dates in the late 2030s, behind a wall of proposals that might never proceed.

This created a blockage with real consequences. Britain cannot reach its clean power ambitions if the projects that are ready to build cannot get a connection date this decade because speculative schemes are holding the earlier slots. The reform was designed to clear that blockage by changing the ordering rule itself, so that readiness, rather than application date, decides who connects and when. That single change is what has made a confirmed, near-term connection date a genuinely scarce asset.

What is TMO4+ and first ready, first connected?

TMO4+ is the name of the connections reform methodology that NESO put forward and Ofgem approved. The label is technical, but the principle behind it is simple. A project that has done this real-world work moves ahead of one that has not, regardless of which applied first. In practice this rewards developers who have put in the effort and capital to de-risk a site, and it penalises those who reserved a queue position speculatively. It is a reordering of the entire pipeline around evidence of readiness.

The reform also aligns the queue with a strategic plan for how much capacity is needed and where. Rather than accepting every application and letting the queue balloon, NESO now assesses whether a project fits the capacity the system actually requires in that part of the network.
